Establishes annual transfers of $127,000 from the Severance Tax Operational Fund to a special account in the General Fund beginning in fiscal year 2015-2016 and continuing thereafter.

Funds transferred to an account established by the Mined Land Reclamation Board pursuant to Section 34-32-122(1)(a), C.R.S.

Money designated for reclaiming lands that were required to be reclaimed under mining permits where financial warranties have been forfeited.

Transfers only occur when the General Assembly chooses not to spend up to 100 percent of moneys in the Operational Fund, and are subject to requirements in subsections (3) and (4) of the statute.

Bill declared necessary for immediate preservation of public peace, health, and safety under safety clause provision.
