Exempts accredited or accredited with distinction small rural school districts from submitting the precoded labels report for statewide assessments.

Small rural school districts with accredited with improvement plan status or lower may submit a strategic plan to the state board for approval to submit reports biennially and receive exemptions if the plan demonstrates how this flexibility will improve student academic performance.

Exempts small rural school districts from specified requirements including certain district and school accountability committee duties, holding public meetings for school improvement plans, identifying a parent engagement training point of contact, and participating on child fatality prevention review teams.

Allows small rural school districts to apply for a waiver of early literacy requirements by submitting a strategic plan, with the waiver revocable if the district fails to meet local third-grade English language arts targets for two consecutive school years.
