Adds automatic repeal provisions to 12 Colorado health insurance laws aligned with the Affordable Care Act if Congress repeals comparable federal requirements and the President signs the legislation.

Triggers repeals for provisions requiring essential health benefits packages with four coverage levels, dependent coverage to age 26, guaranteed issue and renewability, open and special enrollment periods, provider nondiscrimination, and continuation coverage.

Also triggers repeals for fair market standards, benefit denial procedures, preexisting condition exclusion prohibitions, grace periods for premium payments, and wellness program incentive caps.

Requires the Insurance Commissioner to notify the Revisor of Statutes in writing if federal repeal occurs.

Includes amendments to contraception coverage and wellness program incentive limits that take effect only if comparable federal requirements are repealed, and establishes effective date of August 5, 2015, subject to referendum petition.
