Directs the Colorado water conservation board to study the feasibility of supplementing water supplies in the South Platte River Basin through construction of one or more new reservoirs and importation of water from the Missouri River Basin.

Study must assess suitable storage sites in the South Platte River Basin including mainstem, tributaries, off-stream storage, underground storage, reservoir enlargement, and dredging of existing reservoirs.

Requires estimation of water volume delivered to Nebraska in excess of South Platte River Compact requirements over the previous 20 years that could have been stored in the lower basin.

Study must evaluate costs and benefits of dredging existing reservoirs to increase storage capacity and review existing pipeline construction studies in Colorado and other Missouri River Basin states.

Board must provide study update by October 31, 2015, include findings in the Colorado Water Plan, complete study by December 31, 2015, and submit summary report to the governor and general assembly by February 15, 2016.
