Committee must gather information and recommendations by January 1, 2016, concerning adequate tire tread use to reduce I-70 congestion, lane closures, and accidents.

Committee shall analyze the need, enforceability, costs, safety, and other relevant factors regarding current motor vehicle traction equipment laws.

Committee may recommend legislation by February 1, 2016, to implement recommendations, with bills exempt from legislative council review but subject to joint rules introduction deadlines.

Paragraph (e) automatically repeals September 1, 2016.

Bill declared necessary for immediate preservation of public peace, health, and safety.
