Expands the definition of "personal information" protected under law to include participants in the Address Confidentiality Program, in addition to law enforcement officials.

Requires state and local government officials to prevent posting personal information about Address Confidentiality Program participants on the internet, including actual addresses, when presented with a valid authorization card.

Expands the definition of "actual address" to include any unique identifying information related to a participant's residential, work, or school address.

Strengthens court disclosure protections by prohibiting compulsion to disclose a participant's actual address or unique identifying information during criminal and civil proceedings unless the court finds disclosure is required in the interests of justice and the public interest substantially outweighs potential harm to the participant.

Declares that private entities can help protect program participants by preventing disclosure of unique identifying information and can partner with government agencies to protect participant safety.
