Prohibits licensed physicians specializing in psychiatry and licensed or registered mental health care providers from engaging in conversion therapy with patients under 18 years of age in Colorado.

Defines "conversion therapy" as practices seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate sexual or romantic attraction to individuals of the same sex.

Excludes from the prohibition psychotherapies that provide acceptance and support for identity exploration without seeking to change sexual orientation or gender identity, and therapies assisting persons undergoing gender transition.

Establishes engaging in conversion therapy with a minor as unprofessional conduct subject to disciplinary action by the appropriate licensing board.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2015) unless a referendum petition is filed, in which case voter approval at the November 2016 general election is required.
