Creates a data matching system requiring insurers to compare claimant information with the state's Medicaid recipient database before paying $2,000 or more in bodily injury claims, with automated data exchanges used to the maximum extent feasible.

Department of Health Care Policy and Financing issues a notice of lien to insurers when a Medicaid recipient match is identified, and insurers must withhold and remit the lesser of the claim payment or full lien amount to the state.

Establishes a 2-year deadline for the state to commence recovery actions from the date of the accident or injury that caused the Medicaid expense.

Excludes property damage claims, workers' compensation claims, accident and health insurance policies, and non-bodily injury liability policies from the matching and lien process.

Provides Medicaid recipients the right to request a hearing within 30 days to challenge lien payments and grants insurers and data collection organizations civil liability immunity for providing data or making lien payments under the system.
