Amends Colorado law to allow admission of out-of-court statements by child victims describing attempted acts of sexual contact, intrusion, or penetration in criminal, delinquency, and civil proceedings as a hearsay exception

Extends the hearsay exception to statements describing attempted incest when the victim was under 15 years of age at the time of the offense

Allows out-of-court statements by children describing sexual contact, intrusion, or penetration performed or attempted to be performed with, by, or on the child in proceedings involving unlawful sexual offenses under section 18-3-411, C.R.S.

Applies to statements introduced at any proceeding on or after the effective date of the act

Declares the act necessary for immediate preservation of public peace, health, and safety
