Amends Colorado law to require mandatory minimum sentences for second or subsequent offenses of sexual exploitation of a child involving causing, inducing, enticing, or permitting a child to engage in sexually exploitative material or preparing, arranging for, or publishing such material

Court must sentence offenders to the department of corrections for a term of at least the minimum in the presumptive range for the offense

Applies to violations of paragraphs (a) and (c) of subsection (3) of section 18-6-403, which cover production and distribution of sexually exploitative material

Includes potential five-year appropriation to cover increased capital construction and operational costs for state correctional facilities resulting from longer imprisonment periods

Declares the act necessary for immediate preservation of public peace, health, and safety
