Expands the types of alcohol-licensed establishments that can be included in entertainment districts authorized by local governments under Colorado law.

Adds beer and wine licensees, manufacturers operating sales rooms, beer wholesalers operating sales rooms, and limited wineries to the eligible premise types for entertainment districts (previously limited to taverns, hotels and restaurants, brew pubs, retail gaming taverns, and vintner's restaurants).

Applies the expanded premise types to both promotional associations and common consumption area provisions in the licensing statutes.

Takes effect August 5, 2015, unless a referendum petition is filed, in which case approval by voters at the November 2016 general election is required.
