Establishes a new "distillery pub" license class in Colorado that allows retail establishments to ferment and distill spirits on-site while operating as a pub serving food and beverages for on-premises consumption.

Caps distillery pub production at 45,000 liters of spirituous liquor per calendar year and requires at least 15% of gross on-premises income to come from food sales.

Permits distillery pubs to sell their spirits for on-premises consumption, to wholesalers (up to 2,700 liters per product annually), in sealed off-premises containers, or directly to licensed retailers.

Requires distillery pub owners to obtain both state and local licenses and prohibits them from owning or having financial interest in most other alcohol beverage businesses, though they may own multiple distillery pubs or certain other limited license types.

Sets state licensing fee at $325 annually and local licensing fee at $500 annually for distillery pub licenses, placing them on par with brew pub and vintner's restaurant licenses.
