Extends the repeal date of Colorado Revised Statutes 36-1-124.3 from July 1, 2015 to July 1, 2020, allowing the State Board of Land Commissioners to continue selling state trust lands to local governments for five additional years.

Makes the authority permanent unless the State Board of Land Commissioners files a written report on January 6, 2020 to the General Assembly documenting all property disposals made under this section.

Designates the measure as a safety clause, declaring it necessary for the immediate preservation of public peace, health, and safety.
