Local licensing authorities have 45 days to submit responses to the state licensing authority regarding proposed sales rooms, with silence deemed approval; state authority must consider local input when deciding whether to approve applications.

State licensing authority may deny sales room applications if local authority determines the location will impact traffic, noise, or neighborhood concerns inconsistently with local regulations or ordinances, or if applicant cannot sufficiently mitigate identified impacts.

Requires state licensing authority to maintain a publicly available list of all licensed winery, distillery, limited winery, and beer wholesaler sales rooms in Colorado.
