Extends home warranty service contract regulations to cover both new and preowned homes by creating unified definitions and standards for "home warranty service companies" and "home warranty service contracts"

Home warranty contracts cover structural components, utility systems, and appliances for both new and preowned homes, but exclude public utility contracts and builder's warranties on new homes

Prohibits lenders from requiring the purchase of home warranty contracts as a condition for financing and prohibits companies from requiring home buyers or sellers to purchase contracts

Requires all home warranty contracts to specify exact termination dates, transferability status, and inform parties of consumer protection rights under Colorado law

Extends the repeal date of the home warranty service contract regulations from July 1, 2017 to July 1, 2020
