Authorizes Colorado Mountain College to use state-appropriated moneys, in addition to other revenues, to operate baccalaureate degree programs approved by the Colorado Commission on Higher Education.

Specifies that direct grants to Colorado Mountain College and AIMS Community College for fiscal year 2015-16 and thereafter must equal the prior year grant amount adjusted by the percentage change in total state appropriation.

Allows the Colorado Commission on Higher Education to recommend grant increases greater than or decreases less than the percentage change in state appropriation based on performance contracts with the institutions.

Permits Colorado Mountain College, AIMS Community College, and area vocational schools to use direct grants for current operating costs or capital construction.

Repeals provisions requiring proration of appropriations if funding is insufficient for required distributions.
