Creates new crime of retaliation against a prosecutor (18-8-616) that prohibits making credible threats or committing acts of harm/injury as retaliation against prosecutors, district attorneys, or related persons.

Designates retaliation against a prosecutor as a Class 4 felony offense.

Defines "prosecutor" to include attorney general, deputy attorney general, assistant attorney general, district attorney, deputy district attorney, assistant district attorney, appointed special prosecutor, city attorney, and various United States attorneys.

Expands definition of "law enforcement official" in existing statute to include prosecutors alongside peace officers and judges.

Appropriates $22,068 annually from the General Fund for fiscal years 2016-17 through 2018-19, and $5,076 for fiscal year 2019-20, with appropriation section repealing July 1, 2020.
