Amends Colorado Revised Statutes 24-19-102 to exclude the Denver Health and Hospital Authority from the definition of "governmental unit"

Creates an exception to state prohibitions against paying postemployment compensation by exempting the Denver Health and Hospital Authority from these restrictions

Brings the Denver Health and Hospital Authority into alignment with the University of Colorado Hospital Authority, which already had a similar exemption

Takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the 2015 general assembly (August 5, 2015, if adjournment occurs May 6, 2015)

Subject to referendum petition; if challenged, the act will not take effect unless approved by voters at the November 2016 general election
