Renames the "Colorado Uniform Fraudulent Transfer Act" to the "Colorado Uniform Voidable Transactions Act" to align with 2014 amendments approved by the Uniform Law Commission.

Adds choice of law provisions establishing that claims are governed by the jurisdiction where the debtor is located when the transfer is made or obligation is incurred.

Establishes uniform rules allocating burden of proof and requiring preponderance of the evidence standard for claims and defenses under the act.

Deletes the special insolvency definition for partnerships, making the general insolvency definition apply uniformly to all debtors.

Replaces references to "writing" with "record" throughout the act to accommodate modern electronic commerce and technology.
