• Amends Colorado Revised Statutes 23-18-302(9) to remove language limiting "total governing board appropriation" to amounts stated in the general appropriations act
• Modifies the definition of "total governing board appropriation" for state institutions of higher education to include fee-for-service contract amounts and reappropriated spending authority for undergraduate student stipends
• Eliminates the requirement that reappropriated spending authority for stipends be explicitly stated in the general appropriations act
• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety
