Requires the Department of Revenue and State Department to submit joint reports on electronic benefits transfer (EBT) usage on January 1, 2016, July 1, 2016, and annually thereafter to legislative committees, including numbers of instances clients accessed cash benefits at ATMs in prohibited establishments.

Mandates the State Department adopt rules by January 1, 2016 to enforce prohibitions on EBT card usage at ATMs in establishments where federal law prohibits benefit access, with penalties that increase for multiple violations.

Requires the Department of Revenue adopt rules by January 1, 2016 establishing ATM restrictions at gaming establishments, liquor retailers, marijuana dispensaries, and other department-regulated locations, including signage requirements and enforcement mechanisms with penalties up to $100 per violation.

Requires establishments with ATMs to post notices stating EBT card use is prohibited under Colorado law Section 26-2-104, and to implement measures preventing EBT card access to ATM funds.

Allows establishments to exempt themselves from requirements by providing proof that their ATMs do not accept EBT cards, except if violations occur at the establishment.
