Repeals the prohibition that prevented local governments from receiving their share of state cigarette tax revenues (27% of gross state cigarette tax) if they imposed their own fees, licenses, or taxes on cigarettes.

Allows local governments (incorporated cities, towns, and counties) to impose fees or licensing requirements on individuals engaging in the business of selling cigarettes without forfeiting state cigarette tax revenue distributions.

Maintains the existing restriction that local governments cannot impose cigarette taxes in order to qualify for distributions of state income tax moneys.

Amends Colorado Revised Statutes section 39-22-623 regarding the disposition of cigarette tax collections and apportionment to local governments.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
