Authorizes the Colorado Existing Industry Training Program to fund mobile learning labs that provide on-site training delivery options for employers.

Adds subsection (3)(n) to Colorado Revised Statutes section 23-60-307 to clarify eligible uses of program moneys.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 5, 2015, if adjournment occurs May 6, 2015).

Subject to referendum petition; if challenged within 90 days, the act will not take effect unless approved by voters at the November 2016 general election.
