Adds Colorado Revised Statutes section 13-80-120 prohibiting courts from applying the doctrine of laches to bar civil actions or claims filed within applicable statute of limitations deadlines.

Carves out an exception allowing courts to apply laches doctrine only when expressly authorized by another statute.

Takes effect upon passage and applies to all civil actions or claims filed on or after the effective date.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
