Creates the Regional Center Depreciation and Controlled Maintenance Account within the Capital Construction Fund starting in fiscal year 2014-15.

Requires the state controller to annually transfer all depreciation funds received by the Department of Health Care Policy and Financing for regional centers to this new account.

Restricts account usage to funding controlled maintenance of state regional centers only, subject to appropriation.

Requires the Department of Human Services to submit requests for funds to the Capital Development Committee, with appropriations authorized only upon committee approval through General Assembly bills or appropriation acts.

Allows unexpended or unencumbered moneys to remain in the account each fiscal year rather than reverting to the general fund.
