State Health Agency shall develop and maintain a marijuana laboratory testing reference library containing methodologies for potency, homogeneity, contaminants, and solvents testing by December 31, 2015.

Licensed laboratories are required to provide materials for the reference library, except testing protocols, and reference library materials shall be made publicly available.

State Health Agency or contracted organization shall conduct proficiency testing and remediate problems with licensed laboratories, with stakeholder process for sampling and proficiency testing models to be completed by September 1, 2015.

Testing rules amended to require process validation for edible marijuana products and multi-serving packages, with acceptable variance of at least plus or minus 15 percent for potency representations.

Department of Public Health and Environment appropriated $23,850 from marijuana tax cash fund for 2015-16 fiscal year to implement the reference library, requiring an additional 0.2 FTE.
