HB 15-1284 Summary

• Amends the definition of "subscriber" in Colorado's community solar garden statute to clarify that subscription physical locations must be attributed within the same municipality or county as the community solar garden.

• Expands geographic flexibility for subscribers in counties with populations under 20,000, allowing physical locations to be in an adjacent county (also with population under 20,000) within the same utility's service territory.

• Permits subscribers to change the premises to which community solar garden electricity generation is attributed, provided the new premises remain within allowable geographic limits.

• Classifies this act as necessary for immediate preservation of public peace, health, and safety.
