HB 15-1287 Summary

• Increases P.O.S.T. Board membership from 20 to 24 members by adding five non-law enforcement members who must complete a Citizens' Law Enforcement Academy prior to or within one year of appointment.

• Requires the governor to consider applicants' age, gender, race, professional experience, and geographic location when appointing board members and committee members to promote diversity.

• Mandates annual in-service training for certified peace officers including proper restraint and holds training, two-hour anti-bias training, and alternating two-hour courses in community policing or situation de-escalation, with all programs available by July 1, 2016.

• Establishes subject matter expertise committees that must include at least two non-law enforcement members with law enforcement or training expertise, and directs the board to review and evaluate the basic academy curriculum every five years with community outreach components.

• Authorizes the P.O.S.T. Board to suspend peace officer certifications for failure to complete required training by July 1, 2017, and every five years thereafter, with exceptions for officers not serving full-time.
