Prohibits peace officers from intentionally using or applying a chokehold to another person, with violation classified as a Class 1 misdemeanor

Exempts officers from the prohibition if they have reasonable grounds to believe that they or another person is in imminent danger of death or serious bodily injury

Defines "chokehold" as wrapping an arm around or gripping the neck in a manner that limits or cuts off the flow of air by compressing the windpipe or the flow of blood through the carotid arteries

Takes effect July 1, 2015, and applies to offenses committed on or after that date
