Requires Colorado state institutions of higher education to grant in-state tuition status to "covered individuals" as defined in the federal Veterans Access, Choice, and Accountability Act of 2014 (38 U.S.C. § 3679), effective July 1, 2015.

Classifies covered individuals as in-state students for tuition purposes if they reside in Colorado while enrolled and use educational assistance benefits under federal Title 38 chapters 30 or 33, regardless of prior residency length.

Allows covered individuals who exhaust their federal educational assistance benefits to maintain in-state tuition status if they continue residing in Colorado and remain continuously enrolled at the same institution.

Makes covered individuals eligible to receive stipends from the College Opportunity Fund beginning July 1, 2015.

Specifies that covered individuals classified as in-state students under this law shall not be counted as resident students for any other purpose besides tuition classification.
