HB 15-1295 Summary

• Expands the definition of "qualified state institution of higher education" to include the University of Colorado Denver campus (limited to three downtown Denver buildings) and University of Colorado Boulder campus (limited to buildings on land owned before January 1, 2015).

• Requires electrical inspectors employed by qualified state institutions of higher education to possess an active journeyman or master electrician license and prohibits supervisors from directing them to violate electrical code provisions.

• Requires plumbing inspectors employed by qualified state institutions of higher education to be certified as commercial plumbing inspectors by a nationally recognized model code organization, hold a valid journeyman or master plumber license, and hold ASSE 6020 certification for medical gas installations.

• Allows qualified state institutions of higher education to conduct their own electrical and plumbing inspections if they have building departments meeting or exceeding minimum state standards, but only for work performed for the institution's benefit.

• Permits qualified state institutions of higher education to commence electrical and plumbing inspections on July 1, 2015, without the normal advance notice requirement to the state board.
