HB 15-1296: Campus Sexual Assault Task Force

• Establishes a higher education sexual assault task force to be formed by the Department of Higher Education executive director with equal numbers of students and administrators from public and private Colorado institutions eligible for state student financial assistance.

• Includes two representatives each from victim advocacy and higher education law enforcement communities, selected with input from institutions of higher education.

• Task force will study how Colorado institutions implement and enforce differing sexual consent standards and other sexual assault policies, including impacts on campus culture, victim reporting, deterrence, prosecution, civil rights, and civil litigation.

• Task force must submit a written report of findings to the Colorado Department of Higher Education and the General Assembly no later than July 1, 2016.

• The task force statute repeals effective July 1, 2017.
