Repeals the prohibition on local governments enacting jurisdiction-wide minimum wage laws, allowing units of local government to set minimum wages within their jurisdictions.

Removes restrictions in Colorado Revised Statutes 8-3-102(1)(g) and 8-12-102(2) that previously declared minimum wage matters as statewide concerns and banned local wage ordinances.

Preserves local government's existing authority to set minimum wages for its own employees.

Maintains minimum wage laws that were in effect as of January 1, 1999, which remain valid until repealed by the local government entity that enacted them.

Takes effect August 5, 2015, unless a referendum petition is filed, in which case the measure becomes effective only if approved by voters at the November 2016 general election.
