Creates a new Level 2 drug felony for unlicensed persons who knowingly manufacture marijuana concentrate using inherently hazardous substances like butane, propane, or diethyl ether.

Prohibits property owners, managers, and operators from knowingly allowing marijuana concentrate manufacturing using inherently hazardous substances on their premises without proper licensing under Article 43.3 or 43.4 of Title 12, C.R.S.

Defines "inherently hazardous substance" as any liquid chemical, compressed gas, or commercial product with a flash point at or below 38 degrees Celsius (100 degrees Fahrenheit), while excluding all forms of alcohol and ethanol.

Appropriates $22,068 annually for fiscal years 2016-17 and 2017-18, and $11,034 for fiscal year 2018-19 from the General Fund to implement the law, with this appropriation section repealing July 1, 2020.

Takes effect July 1, 2015, and applies to offenses committed on or after that date.
