• The Department of Personnel must commission an independent disparity study of Colorado's state procurement process to determine whether historically underutilized businesses (minorities, women, veterans, and people with disabilities) participate fairly in state contracts.

• The study shall analyze state contracts from fiscal years 2011-12 through 2014-15 across five industries: construction, architecture/engineering, professional services, brokerage/investment, and goods/services, and must include contractor utilization, availability, and disparity analyses.

• The final report with findings and recommendations must be delivered to the General Assembly and executive director by January 1, 2017, and posted on the Minority Business Office website.

• The Department of Personnel must develop and maintain a tracking method to monitor the number, percentage, and payment data of contracts awarded to historically underutilized businesses, making this information publicly available on its website.

• $1,000,000 is appropriated for fiscal year 2015-16, consisting of $666,667 from the general fund and $333,333 from gifts, grants, and donations, to fund the study and associated personnel and operating costs.
