HB 15-1308 Summary

• Joint committees of reference must conduct at least one but not more than three hearings between November 1 and the start of the next legislative session to receive departmental presentations regarding performance management systems and plans.

• Committee of reference appointees must be designated by December 1 prior to the convening of the general assembly, or as soon as practicable after election results if not determined by that date, and both current members and members-elect may attend the required hearings.

• Members and members-elect attending interim hearings are entitled to per diem and expense reimbursement as specified in Section 2-2-307.

• Joint committees of reference must meet at least once every even-numbered year and at least twice every odd-numbered year.

• Committee chairs must assign two liaisons (one from each major political party) to work with departments on performance management systems, while the joint budget committee chair assigns one liaison per department to coordinate with the committee liaisons.
