Establishes special Rocky Mountain National Park license plates available starting November 15, 2015, for motorcycles, passenger cars, trucks, and noncommercial vehicles not exceeding 16,000 pounds empty weight.

Department may discontinue the plates if 3,000 plates are not issued by July 1, 2020, but existing plate holders may continue using them indefinitely.

Applicants must make a donation of $25-$75 to a designated Colorado-based nonprofit organization that has provided at least $500,000 annually in support to the park for the preceding five years.

Charges an additional one-time fee of $25 for issuance or replacement of the plates, with proceeds credited to the Highway Users Tax Fund.

Appropriates $5,452 for the 2015-16 fiscal year to the Department of Revenue for implementation, consisting of $1,332 for license plate ordering and $4,120 for information technology services.
