• Requires the Division of Veterans Affairs to provide supervision, direction, and assistance to county veterans service officers and supply necessary services and facilities.

• Authorizes the division to issue vouchers for semiannual payments to county general funds for county veterans service officer purposes only.

• Mandates the general assembly annually establish state-funded payment rates for full-time and part-time county veterans service officers based on available appropriations.

• Provides that counties with jointly-formed veterans service offices for adjacent counties receive combined semiannual payments for all participating counties.

• Effective date is July 1, 2015.
