Department of Education must contract with an independent entity to review state statutory and regulatory data reporting requirements and identify requirements that should be repealed due to unnecessary burden or lack of value.

Contracted entity must recommend reports that can be submitted biennially or less often, review implementation of the data reporting system, recommend measures to reduce compliance burdens, and develop guidelines for student privacy protection and data security protocols.

Department shall work with Education Data Advisory Committee (EDAC) representatives, including at least two from small rural school districts with fewer than 1,000 students, to select the contractor and review its work and final report.

Final report must be submitted to EDAC, state board of education, and education committees of both chambers by January 31, 2016, and posted on the department's website.

EDAC composition requirement modified to include at least two volunteer school district members that are small rural school districts enrolling fewer than 1,000 students.
