Creates a student learning objectives process consortium enabling school districts, boards of cooperative services, and charter schools to collaborate on designing and implementing student learning objectives for educator evaluations.

Establishes implementation grants that local education providers may apply for to develop and implement student learning objectives processes, with awards based on plan quality and financial need.

Requires the Department of Education to facilitate consortium operations, organize 2 training sessions on student learning objectives implementation, and contract with an external entity to evaluate grant recipients' success.

Appropriates $1,000,000 from the State Education Fund for the 2015-16 fiscal year to fund implementation grants, with up to $50,000 annually available for evaluation contract costs.

Defines student learning objectives process as a method for measuring student academic growth using measurable goals tied to specific teaching assignments that allow educators to evaluate baseline performance and measurable gains during instruction.
