HB15-1325 Summary

• Adds 2 members to the Industrial Hemp Committee: a representative of the cannabinoid industry and a representative of the seed growers' industry.

• Requires the Industrial Hemp Committee to investigate recycling of cannabis waste and hemp that inadvertently exceeds tetrahydrocannabinol limits allowed for hemp producers.

• Directs the committee to submit a report to the Commissioner of Agriculture and relevant House and Senate agriculture committees by January 1, 2016.

• Authorizes registered persons to possess and transport industrial hemp cultivated by registered producers under the industrial hemp program, protecting them from civil or criminal actions under Colorado law.

• Takes effect August 5, 2015, unless a referendum petition is filed, in which case voter approval at the November 2016 general election is required.
