Creates a legislative oversight committee on school finance consisting of 10 members including chairs of education and finance committees from both chambers, 2 joint budget committee members, and additional legislators appointed by leadership to study school finance reform.

Establishes a 9-member technical committee of school finance experts, including chief financial officers from urban, suburban, and rural districts, charter school representatives, and tax policy specialists to research and develop proposals for alternative education delivery models and new school finance systems.

Requires the committees to contract with a facilitator to provide research on Colorado's school finance system, comparable state systems, and innovative education funding policies through meetings from August 2015 through December 2016.

Authorizes the oversight committee to introduce up to 5 bills, joint resolutions, and concurrent resolutions in each of the 2016 and 2017 legislative sessions concerning funding goals, tax policy, and a replacement for the "Public School Finance Act of 1994" without being subject to standard legislative bill limits.

Appropriates $242,635 to the legislative department and $26,886 to the department of education for 2015-16 fiscal year to fund the committees' operations, with the entire part repealing July 1, 2017.
