Creates the Colorado Veterans' Service to Career Pilot Program administered by selected workforce centers to provide employment and training services tailored for veterans and their spouses.

Required services include skills training, apprenticeship or internship placements, and work placements with businesses; employers and workforce centers share costs for unfunded internships or apprenticeships.

Workforce centers selected for the grant program must submit applications describing current services, how grant funds enable expansion, and partnerships with businesses or organizations to provide services.

Department gives preference to workforce centers located in communities with large military or veteran populations that have existing business partnerships and capacity to provide comprehensive workforce development services.

Appropriates $500,000 from the general fund for the 2015-16 fiscal year to the Department of Labor and Employment; grant money must be used for direct services to veterans and spouses, not staff or operating costs; entire article repeals January 1, 2018.
