HB 15-1343 Summary

• Creates an "apprentice" license category for persons learning community association management under direct supervision of a licensed manager, valid for one year and non-renewable.

• Splits the community association manager examination into two separate portions: a "General Portion" covering core management competencies and a "Colorado Law Portion" covering legal documents and Colorado statutes; applicants with certain existing credentials may test only on the Colorado Law Portion.

• Establishes a "designated manager" definition for licensed individuals responsible for performing and supervising community association management practices on behalf of licensed entities.

• Allows the director to issue provisional licenses to applicants who have not yet passed the examination, expiring December 31, 2015.

• Transfers the community association manager licensing cash fund to the Division of Real Estate cash fund effective July 1, 2015, and appropriates $47,250 to the Division of Real Estate for fiscal year 2015-16.
