Exempts drivers of three-wheel motorcycles with a maximum design speed of 25 miles per hour or less, windshield, and seat belts from obtaining a motorcycle endorsement on their driver's license.

Exempts drivers and passengers of qualifying three-wheel motorcycles from wearing eye protection goggles or eyeglasses, provided the motorcycle has a windshield and safety features.

Exempts drivers and passengers of qualifying three-wheel motorcycles from wearing protective helmets if the vehicle has three wheels, maximum speed of 25 mph or less, a windshield, and seat belts.

Takes effect at 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the general assembly (August 5, 2015, if applicable), subject to potential referendum petition by voters.
