HB 15-1350 Summary

• Directs the Colorado Department of Education to convene stakeholder meetings to review and develop new performance measures and accountability standards specifically for Alternative Education Campuses (AECs), which serve students with greater than 95% meeting high-risk criteria.

• Requires the review to consider qualitative measures in addition to quantitative measures, measure-specific cut points, adjustments to the "N" weighting system for socio-emotional needs, and comparison group analysis methods for evaluating high-risk student achievement.

• Mandates the Department submit written recommendations relating to AEC accreditation to the Commissioner, participating stakeholders, legislative education committees, and State Board no later than December 1, 2015.

• Specifies stakeholder meeting participation must include representatives from various AEC types (charter, online, rural, part-time, special education), students and parents, and designated state department and charter school institute members.

• Sunsets the stakeholder review requirement on July 1, 2017.
