Converts the differential response pilot program for low or moderate risk child abuse and neglect cases from a temporary pilot program into a permanent statewide program under Colorado Revised Statutes 19-3-308.3.

Allows county departments of human or social services that choose to participate to address known or suspected intrafamilial abuse or neglect cases assessed as low or moderate risk without requiring a formal investigation or finding of abuse or neglect.

Makes family participation in the program voluntary and authorizes the state department to solicit and expend gifts, grants, and donations for program implementation and administration.

Requires the state board to promulgate rules defining and implementing differential response procedures and authorizes participating county departments to cooperate with local community service organizations in addressing cases.

Removes the previous July 1, 2015 expiration date and reporting requirements that were part of the original pilot program, establishing it as a permanent program option for participating counties.
