Defines "injection therapy" as the injection of sterile herbs, vitamins, minerals, homeopathic substances, or similar substances into acupuncture points using hypodermic needles, primarily for treating musculoskeletal pain.

Permits injection therapy to include substances such as saline, glucose, lidocaine, procaine, oriental herbs, vitamin B-12, Traumeel, Sarapin, homeopathic substances, epinephrine, and oxygen for patient safety and allergic reaction management.

Requires licensed acupuncturists to obtain necessary training as determined by the Director before practicing injection therapy.

Allows trained acupuncturists to obtain injection therapy substances from registered prescription drug outlets, registered manufacturers, or registered wholesalers, with liability protection for entities providing substances in good faith.

Directs the Director to promulgate rules establishing required training standards and a list of permissible substances, in consultation with knowledgeable medical professionals and pharmacists.
