Requires executive boards of common interest communities created before July 1, 1992, to comply with budget reporting provisions of the Colorado Common Interest Ownership Act.

Expands the applicability of section 38-33.3-303 subsections (1)(b), (3)(b), (4)(a), and (4)(b) to pre-1992 common interest communities, requiring notice to unit owners and meetings regarding proposed budgets.

Takes effect July 1, 2017, subject to voter approval if a referendum petition is filed within 90 days of the legislative session's final adjournment.

Applies only to budgets adopted by a common interest community's executive board on or after the effective date of the act.
