Requires the Colorado Public Utilities Commission to examine vulnerabilities of the state's electric generation, transmission, and distribution systems to electromagnetic pulse (EMP) and geomagnetic storms by January 20, 2016.

Directs the Commission to identify the most vulnerable infrastructure components, propose mitigation measures with cost estimates (low, mid, and high-cost options), and recommend implementation timelines and funding sources.

Requires the Commission to assess positive and negative effects of requiring utilities to incorporate mitigation measures into new construction or retrofit existing facilities, including impacts on the electric grid outside Colorado.

Mandates the Commission actively monitor federal and regional efforts by FERC, NERC, ISO New England, and other organizations developing reliability standards related to geomagnetic disturbances and EMP.

Allows the Commission to redact sensitive information from its report due to security concerns and exempts unpublished drafts and data from public records disclosure, though otherwise-discoverable information remains accessible.
